In a landmark move, the Islamic Development Bank (IsDB), headquartered in Saudi Arabia, has formalized a strategic partnership with Azerbaijan, aimed at bolstering the nation’s socio-economic landscape. This collaboration was solidified through a memorandum of understanding (MoU) signed between the IsDB and Azerbaijan’s Ministry of Economy, heralding a new era of cooperative funding designed to support Azerbaijan’s ambitious development goals.
The virtual ceremony saw IsDB President and Chairman Muhammad Al-Jasser and Azerbaijan’s Minister of Economy, Mikayil Jabbarov, come together to outline the parameters of the new Country Engagement Framework. This initiative, set to unfold over the next three years, marks a significant commitment to fostering bilateral cooperation through a robust exchange of knowledge, consultation, and the execution of targeted activities, projects, and programs aimed at propelling national growth.

Delving into the specifics, the Country Engagement Framework is built on three foundational pillars:
- Green, Resilient, and Sustainable Infrastructure Development: This pillar focuses on supporting a range of eco-friendly and sustainable initiatives, including the reconstruction of Karabakh, fostering renewable energy sources, enhancing regional connectivity, and promoting sustainable hydrocarbon production practices.
- Promoting Productivity-Based Growth in a Diverse Economy: Aimed at nurturing a competitive, diversified economic landscape, this aspect emphasizes the development of the private sector, boosting exports, and spurring innovation in agriculture and the halal ecosystem.
- Cross-Cutting Areas of Focus: Encompassing digital transformation, Islamic finance, regional cooperation, and capacity building, this pillar seeks to integrate these cross-sectoral areas into the broader strategy to ensure comprehensive development.
At the heart of this partnership is a mutual commitment to leveraging this framework as a catalyst for significant socio-economic transformation in Azerbaijan. IsDB President Al-Jasser lauded Azerbaijan’s impressive economic trajectory and its selection as the host for the 2024 UN Climate Change Conference meetings. This recognition not only showcases Azerbaijan’s rising stature on the global stage but also reinforces the IsDB’s support for the country’s ongoing development endeavors.
